Well for posters you can buy some off the Internet or go to toys ‘r’ us.
You could also put picture frames with pictures on them…

Also, you can wait till they go on sale or find the store flyer and get a % off coupon usually (our’s gets a 50% off each week).
No matter what you try to put up, it will cost more than painting the walls if you do it yourself. It’s messy and a fair bit of work, but easy enough. Get advice from a paint shop.
You’ll have to pick a neutral colour to get your mother/landlord to agree.
Is it a rental property? It will be easy to get landlord’s consent. Just ask.
As mentioned by someone else, buying enough posters will be more expensive than the $25-50 for the paint. However, if you absolutely cannot paint the walls, you may try buying some inexpensive sheets & stapling them to the walls to cover up the paint. You will need help with this & a heavy duty staple gun so that you can pull the fabric taught. This will provide a blank canvas….
